Should we have a social helpline/network for disadvantaged people? Or should we not interfere in people's lives?

In a dreadful incident in Delhi, two mentally unstable sisters were found confined in their home in a state of starvation and depression. They had been locked up for about seven months, abandoned by their brother and left to fend for themselves.

Depressed after the death of their father some years ago, the sisters had deprived themselves of the basic facilities of life. With no one to care for them, their condition deteriorated until neighbours alerted the police because of the stench emanating from the house.

Do you think in such cases, where the family offers no help, society should take up the mantle of providing assistance and counselling to needy individuals? Should a system of checks be put in place to take appropriate action in such circumstances? Or would that amount to interfering inpeople's lives?
