Check use of liquor during Bihar polls: EC to authorities-Sun Oct 24 2010, 10:52 hrs

In order to curb the use of liquor for luring voters in poll-bound Bihar, the Election Commission has asked authorities in the state to put video surveillance at all stocking points and keep a close watch on the production figures of various spirits.


The EC, in a detailed instruction to the Chief Electoral Officer of Bihar, has asked authorities to keep a strict eye on the production, storage and distribution of liquor during the election period with the help of excise and police officials.


Sources said about 10,000 pouches of liquor has already been seized from across the state, and huge crates of liquor have been intercepted at various places.


The six-phased Assembly polls which began on Thursday will have their second phase polling today.


The EC has also asked the state authorities that "the production of Indian Made Foreign Liquor (IMFL), beer, country liquor should be closely monitored with reference to production figures in previous year."

The EC has specifically asked the authorities that "stock limits of licensed stockists should, in no case, be allowed to exceed permissible limits."


All major stock points should be placed under video surveillance round-the-clock and excise pickets with policemen should be posted at these points, the EC guidelines said.


The off-take of IMFL, beer and country liquor from central stocks should be watched and if there are major deviations, then follow up trail should be established and daily receipt and off-take of retail sellers should be monitored and a report to the District Electoral Officer should be filed every evening in this regard, the guidelines added.


The authorities have also been asked to "meticulously follow" the opening and closing time of liquor vending shops across the state.


Apart from conducting raids to seize illegal liquor, the EC has asked enforcement agencies to keep intense vigil over inter-state movement of vehicles for possible transport of illegal liquor at check posts till the completion of polls.
